[edit] Possible tags:
- Unique id (probably should be readable combo of identifying tags)
- State
- City
- Session e.g.
- Date
- Sponsors e.g. Senator Moncrief, Senator Barrientos (maybe have this cross reference districting info any standards here?)
- Bill Number e.g. HB 175
- Section of Bill e.g. subsections 8-10
- Clipped Text
- groups doing posting e.g. Texas ACLU
- groups suggested action e.g. "amend house bill 185 to say..."
- group suggested tags e.g. "banning municipal wireless"
If it has been amended, one of the tags need to be uniqueID of the old legislative snippet.

I suggest creating a tiered heirarchy of national, state, city. If Austin texas wants to start posting snippets of city charters. They would go under us.texas.austin.
